The Prospect of State-Mandated Consumer Financing of Power Plants

This is the second of two public forums sponsored by NC WARN and the John Locke Foundation calling for increased competition in the electricity market. Read more about the collaboration here.

This second forum will focus on so-called Construction Work in Progress rules. CWIP forces electric ratepayers to pay the bills for construction of new power plants, even if those plants never come on line.
